A safe and supportive school environment is crucial for the development, as well as the physical and mental well-being of LGBTQI young people. This indicator highlights whether school environments are inclusive or hostile towards LGBTQI learners, but also the extent to which governments actively collaborate with or fund civil society organisations to foster safe, supportive, and inclusive learning environments.
Civil society organisations report that 10 countries create a particularly hostile learning environment for LGBTQI learners: Azerbaijan, Belarus, Bulgaria, Georgia, Hungary, Italy, Poland, the Russian Federation, Türkiye and the United Kingdom. The government collaborates with, or provides funding to, civil society organisations to work towards creating safe and inclusive learning environments for LGBTQI young people in only 17 countries.

Below are the 10 indicators we used to evaluate each country. Each indicator is rated out of 10 based on how many grounds of discriminations it covers (ie. Sexual Orientation, Gender Identity & Expression, and Sex Characteristics) and whether the country has anti-LGBTQI measures in place.
